Riaa certification someone clarify?

I am a member of a forum and a post came up about Wisin y Yandel a spanish rap/reggaeton duo and the person posted that they have sold 3 million copies b/c on billboard.com under riaa certification it says well here is the link

but on the latin charts there album only shows that it has sold 400,000 copies





someone clarify this did they sell 3 million or did they sell just 400,000

Maybe the latin charts is referring to the first week of sales.. ? I think billboard is correct
